General Guidelines
1) Phone screening/consultation
In-person or over the phone first screening interview by the Director Community Development and/or the Coordinator of Economic Development regarding the promoter’(s) project, second interview if needed.
2) Letter of intent
Letter of intent submitted in-person or via Canada Post and/or email to the Director of Community Development and/or Coordinator of Economic Development by the promoter(s).
3) Acknowledgment letter
The Officer will provide the applicant with a Letter of Acknowledgement confirming the receipt of their letter of intent.
4) Review by officer / feasibility
- Preliminary review of the feasibility of the project by the Officer.
- Recommendation by the Officer and/or Coordinator of Economic Development to move forward with the projects.
- For MOF. recommendation by the Commercial Loan Portfolio Manager and/or the Director of Community Development to move forward with the project.
5) Review of letter of intent by CERB
Letter of Intent submitted to Community Economic Review Board (CERB) to evaluate the feasibility of the project and request for a directive.
Business Plan
1) Directive to Economic Development by CERB to Assist Application
In-person or over the phone first screening interview by the Director Community Development and/or the Coordinator of Economic Development regarding the promoter’(s) project, second interview if needed.
2) Business Plan Proposals and Development
Letter of intent submitted in-person or via Canada Post and/or email to the Director of Community Development and/or Coordinator of Economic Development by the promoter(s).
3) Business Plan Submission Review/Funding
- The Promoter(s) will request funds for a business plan and identify the service provider they have selected.
- Once approved (or refused), a letter of acknowledgement will be provided by the Officer to the applicant outlining the decision and requirements within.
- The promoter(s) must submit a draft business plan outlining all required information outlined within the assessment checklist.
- The CERB will conduct a preliminary assessment of the promoter’(s) business plan to determine if the project is measurable, attainable, realistic, and if it meets the requirements of the Economic Development department.
4) Business Plan Completion and Submission to CCNM
Letter of intent and business plan to be submitted to the Council of the Cree Nation of Mistissini (CNM) requesting resolution supporting the project. append directive of the preliminary evaluation from the CERB with the draft of the resolution or other relevant documents of the project.
5) CCNM resolution for business plan support/implementation
For Grant and Loan Funding
1) Application Completion and Submission to Economic Development
2) Application Review and Assessment
- The Loan & Grant Application Checklists provides a comprehensive list of required documents and the Commercial Loan and Portfolio Manager and/or Officer must ensure all required documents are available.
- Once all conditions within the relevant checklist are completed, the Coordinator and/or Commercial Loan Portfolio Manager will submit the file to the CERB for final review and recommendation.
3) CERB Review and Final Recommendation
4) Letter of Decision and Funding Disbursement
A letter of decision will be provided to the applicant outlining the approval of the submission or the reasons for refusal. The file if refused must address the reasons outlined (or appeal within 60 days) prior to resubmitting their request.
Note: It is important to remember that each application step can be discussed. Support can be provided by the Economic Development Department, to ensure that your application complies with the Policies and Procedures for program funding.
